摘要：我国政府鼓励推进的全过程工程咨询服务模式正处于起步探索阶段，相关各方对如何实施开展好全过程工程咨询工作存在诸多问题和疑惑。归纳相关部委和地方政府全过程工程咨询现行政策体系的核心内容和举措；考虑市场、行业和企业的实际情况，分析提出开展全过程工程咨询面临的主要问题和挑战；从需求引导、市场开拓、模式多元、协同合作、体系建设、服务取费、有序竞争等多个方面提出应对策略和措施建议。

Abstract：The mode of life cycle engineering consulting（LCEC）encouraged by Chinese government is in primary and trial stage. There are various doubts and problems to related parties on how to implement the new mode well. This paper selects the core contents and implementation measures of current policies issued by relevant ministries of the State Council and local governments，and identifies the main problems and challenges in carrying out the LCEC. Accordingly，considering the actual situation of the market，industry and enterprises，this study puts forward the strategies and countermeasures for LCEC from the aspects of demand guidance，market development，diversified modes，collaboration and cooperation，management system improvement，service charging and ordered competition.
