摘要：以青岛市管廊试点区的17条管廊为样本，结合国家综合管廊收费指导意见和青岛当地管线工程情况，对“一城一价”模式下青岛市管廊的入廊费和日常维护费收费标准进行测算。其中，入廊费采用直埋成本法，以100年管廊全寿命周期内当地管线直埋费用及间接费用通过加权平均后的计算值为依据；日常维护费则采用空间比例法，测算方法为青岛市确定收费参考标准提供了依据和支持，期望对其他城市管廊收费标准制定有所借鉴。

Abstract：Taking samples from 17 underground utility tunnels in Qingdao pilot area，combining utility tunnel charging policy standard together with Qingdao local pipeline engineering state，this paper calculates the entrance fee and daily maintenance fee of Qingdao utility tunnel under the model of “one city，one price”. For the entrance fee，applies the direct burial cost method，takes the weighted average value of local pipeline direct burial costs and its indirected costs during 100 years of the whole gallery life as the basis. For daily maintenance fee，applies the spatial proportional method. Calculation method for paid use of underground utility tunnel provides basis and support for fee standard determination for Qingdao City，hopes to have practical reference to formulate the charges of utility tunnel for other cities.
