摘要：从论述PPP项目融资的概念、特点入手，通过对目前存在的PPP融资难、融资贵问题的深入探讨，提出PPP项目实施全生命周期、动态融资管理的必要性、目的、实施主体、流程等。针对PPP项目全生命周期各阶段融资需求，阐述融资管理的内容和应注意事项。对破解PPP项目融资问题，从立法层面和项目融资各参与方层面提出相关建议。

Abstract：This paper starts with the concept and characteristics of PPP project financing. Through the in-depth discussion on the existing PPP financing difficulties and financing problems，puts forward the necessity，purpose，implementation subject and procedure of PPP project implementation life cycle and dynamic financing management. In view of the financing demand of all stages of the PPP project life cycle，expounds the contents and precautions of financing management. Finally，puts forward relevant suggestions on how to deal with the financing difficulties of the PPP project from the levels of legislation and the project financing participants.
