摘要：以城市综合开发项目为例，说明境外基础设施综合开发项目中各子项目之间的相互关联性、并阐释对盈利模式影响较大的各项因素的设计要点。而后，提出创新盈利模式、拓宽收入来源、争取优惠政策等建议。

Abstract：This paper takes urban comprehensive development project as an examples to illustrate the interrelated relationship between the sub-projects and the key points of various factors that have greater impact on the profit model design. Then，proposes suggestions on profit model innovation，income sources broadening and preferential policies seeking.
