[摘　要]　随着水利建设市场主体的多元化，影响水利工程质量的因素也呈多样化、复杂化态势，目前的水利工程质量监督体系、制度和形式难以适应水利建设质量管理的需要。当前，应按《建设工程质量管理条例》的要求，在机构设置、监督方式、监督重点、监督检测、质量核定等方面进行改革。从长远看，应建立真正独立的质量监督体系，将质量监督从制度层面上升到法律层面。

Abstract: Along with the diversification of water conservancy construction market subjects, the factors influencing water conservancy project quality also emerge the state of diversification and complication. Current system,institutions and modes of water conservancy project quality supervision have been difficult to adapt the need of quality control of water conservancy construction. At present, according to the demand of the Regulation on the Quality Management of Construction Projects, it should be innovated on the aspects of organization setting up, supervision mode, supervision emphases, supervision check and quality check. From the long-term view, we should establish absolute independent quality supervision from system level to law level.
