摘要：通过识别PPP项目风险、分类总结项目风险评价因素，引入了“3+1”风险评价模式，对项目风险的分项水平及综合水平进行评价。同时通过对S市地下综合管廊PPP项目的案例分析，进一步验证了该风险评价模型的合理性及科学性，为类似项目风险评价提供参考，进一步提出本文的结论及建议。

Abstract：Thispaper introduces the “3+1” risk assessment model by identifying PPP project risks and classifying project risk assessment factors，and evaluates the sub-level and comprehensive level of project risks. At the same time，through the case analysis of the PPP project of S city underground integrated pipe gallery，further verifies the rationality and scientificityof the risk evaluation model，and provides reference for risk assessment of similar projects.
