摘要：设计阶段可通过优化方案，选择合适的设备材料，降低施工难度、减少材料浪费，从而降低项目成本、提高项目收益。设计阶段的成本控制可以通过择优选择设计团队、制定合理有效的合同条款，发动全员的力量利用限额设计的理念达到最终的成本控制目的。

Abstract：The design phase can reduce project cost and improve project revenue by optimizing the scheme，selecting the right equipment material，reducing the construction difficulty and reducing material waste. In the design stage，cost control can achieve the ultimate cost control goal by selecting the design team on merit，formulating reasonable and effective contract terms，and mobilizing the full force to utilize the concept of limit design.
