摘要：建设项目各阶段工作对建设投资都有不同程度的影响，以往大多数单位均以施工阶段、验收结算阶段作为重点阶段进行管理。事实上，施工阶段、验收结算阶段对建设投资影响比例较小（5%以内），相比之下，项目决策、设计阶段对投资影响所占的比例更大，应该作为关键阶段进行管控。当前决策、设计阶段工程造价管理方面还存在一定的问题，在对这些问题进行分析探索的基础上，有针对性地提出一些改进建议，实现工程造价控制的预期效果。

Abstract：Each stage of construction project has different influence on construction investment，in the past，most units used construction stage，acceptance and settlement stage as the key stage of management. In fact，the construction stage and the acceptance and settlement stage have less influence on the construction investment（less than 5%），in contrast，project decision-making and design stages have a greater impact on investment，It should be managed as a critical stage. At present，there are still some problems in project cost management in decision-making and design stages，on the basis of analyzing and exploring these problems，this paper puts forward some suggestions for improvement.，the purpose is to achieve the expected effect of project cost control.
