摘要：PPP模式是我国引导社会资本进入公共服务或公共基础设施领域的重要措施。从当前全国PPP项目的实际推广情况看，国有企业参与PPP项目数量过多，PPP模式并未真正起到引导社会资本分摊国家公共部门财务压力的作用。提高民营企业的参与度将是我国PPP模式发展面临的关键问题，发达国家政府在PPP模式引入私营（人）资本参与公共服务或公共基础设施实践中积累了成功经验，对于我国利用PPP模式引导民营企业进入公共服务或公共基础设施领域具有借鉴价值。

Abstract：PPP mode is an important measure which our country leads social capital to participate in public service or infrastructure. As for the recent national PPP project generalization，the number of state-owned enterprises participate in PPP project is excessive，PPP mode hasn’t really played a role in leading social capital to share the financial burden with the national public sector. Increasing the participation of private enterprises will be the key issue in the development of PPP mode in China. The governments of developed countries have accumulated successful experience in introducing private capital into public service or public infrastructure in PPP mode. The experience of PPP mode in developed countries is valuable for our country leading private capital to participate in public service or infrastructure with PPP mode
