摘要：针对污水处理PPP项目中政府方和社会资本方之间收益分配不合理问题，考虑三个收益分配影响因素构建基于Shapley值修正的初步收益分配模型；基于合作双方满意度，对上述初步收益分配进行调整，并尝试建立阶段性综合绩效评价指标体系及贡献能力评价模型，以此计算污水处理PPP项目动态收益分配。

Abstract：Aiming at the unreasonable distribution of income between government and social capital in sewage treatment PPP project，the paper constructs a preliminary income distribution model based on shapley value correction，considering three factors affecting income distribution. Then adjusts the above initial income distribution based on the satisfaction of both partners，and tries to establish the stage comprehensive performance evaluation index system and contribution ability evaluation model to calculate the dynamic income distribution of sewage treatment PPP project.
