摘要：完备的监管绩效测量体系有助于政府部门对PPP项目监管效果的有效把控和精准改善。构建轨道交通PPP项目监管绩效测量BSC模型框架，基于工作业绩、利益相关者、内部管理、学习与成长4个维度分析文献归纳得出评价指标，并依据政策文件提出相应的定量或定性测量方法，最终将其整合构成轨道交通PPP项目监管绩效测量体系，基于此，为政府部门改善监管绩效提出建议。

Abstract：A complete regulatory performance measurement system is crucial to effective control and accurate improvement of the regulatory effect for the government in PPP project. The paper constructs BSC model of rail transit PPP project regulatory performance measurement and divides it into 4 dimensions：work performance，stakeholders，internal management，learning and growth. Through literature analysis，summarizes evaluation indicators，and proposes the corresponding quantitative or qualitative measurement methods according to policy documents，ultimately constitutes the regulatory performance measurement system for rail transit PPP projects. Based on this，puts forwards recommendations for the government to improve regulatory performance.
