摘要：从社会资本方视角，构建基于总体、过程、商务和管理四维度的海绵城市建设PPP项目投资后评价体系，以国家第二批海绵城市试点宁夏固原为例进行投资后评价案例分析，识别项目投资效益的关键影响因素，为海绵城市建设PPP项目中社会资本方投资决策提供理论依据，促进我国海绵城市建设科学化、规范化发展。

Abstract：This paper distributes a post evaluation system of PPP project investment in sponge city construction based on four dimensions named overall，process，business and management from the perspective of social capitalists. Takes the investment project of Guyuan City，Ningxia Province which is one of the pilot sponge city in China as an example，identifies the key influence factors of the investment benefits，provides a theoretical basis for the investment decision-making of social capitalists in sponge city construction，and promotes the scientific and standardized development of sponge city in China.
