摘要：分别从高教事业发展、建筑业发展两个视角出发，分析和阐释“十三五”以来一系列重要政策文件对高校基建管理机制和管理体系产生的作用与影响，在此基础上，对新时期高校基建的发展趋势进行

探讨。

Abstract：Starting from the two perspectives of the development of higher education and construction industry，this paper analyzes and explains the effects and influences of a series of important policy documents on the mechanism and system of university infrastructure management since the 13th five-year plan. On this basis，discusses and anticipates the development trend of university infrastructure in the new period.
