摘要：以青岛地铁一号线为研究对象，分析该项目成本管理中的问题，并提出改进措施，包括构建基于利益共同体的、多方协同的战略成本管理体系，分析影响安全、质量、进度的主要因素，寻求三者与成本之间的最佳结合点，采取作业成本管理与目标责任成本管理相结合的成本管理方法，建立事前、事中、事后、全员、全过程的动态环保成本管理体系。

Abstract：Taking Qingdao metro line 1 as the research object，this paper analyzes the project cost management problems，and puts forward some suggestions for improvement，such as constructing a multi-party collaborative strategic cost management system based on interest community，analyzing the main factors affecting safety，quality and progress to seek the best combination point between the three and cost，adopting a cost management method combined activity cost management with target responsibility cost management，and establishing a dynamic environmental protection cost management system in the whole process of beforehand，process and afterwards.
