摘要：在分析清单计价模式下措施项目具有不确定性和计价依据具有一定模糊性特点的基础上，首先，从四个方面较系统的论述了措施项目计价争议的成因。其次，阐释了措施项目存在的计价风险、提出了计价争议的防范对策。再次，对按施工组织设计规定计算措施项目费的计量规则提出了可操作路径。最后，针对实践典型案例进行了剖析，以期对措施项目计价风险防范与争议化解起到一定的借鉴作用。

Abstract：On the basis of analyzing the uncertainty of the measure projects and the ambiguity of the pricing basis under the list valuation mode，the paper firstly discusses the causes of the pricing disputes of the measure projects from four aspects. And then explains the pricing risks of the measure projects，puts forward the countermeasures against the pricing disputes，and proposes the operational path for the measurement rules of the measure projects according to the construction organization design rules. Finally analyzes the typical cases of practice in order to play a certain role in the reference risk prevention and dispute resolution of the measure projects.
