摘要：从现有PPP项目绩效考核单向、被动、“事后”治理的局限性出发，以产业链整合理论为导向，以组织架构和项目评估指标体系为基础，在产业机制上深度挖掘PPP项目绩效管理困局所产生的根源，通过案例分析引入OKR工具，构建双向、主动、注重过程控制的绩效管理体系。

Abstract：From the limitations of one-way，passive and “post-event” governance of existing PPP project performance evaluation，this paper guided by the theory of industrial chain integration，and based on the organizational structure and project evaluation index system，deeply explores the performance of PPP projects on industrial mechanisms，and introduces OKR tools through case analysis to construct two-way，active and process-oriented performance control.
