影响PPP绩效的政府行为清单的识别与应用

摘要:如何提升PPP项目的绩效水平,是当前PPP领域的关键问题。政府作为重要的推动者与参与方,其行为是影响PPP项目绩效的重要因素。本研究基于文献梳理出影响PPP绩效的四类政府行为,利用扎根理论从大量政府文件中识别出初步清单,并结合专家访谈和问卷调研形成最终的44项行为清单,进一步分析各行为在具体实践中的应用情况,结果表明政府对项目的支持力度由大到小分别为政府前期准备、项目治理、政府服务以及政府支持与保证,各项行为对项目绩效也有不同的影响。

Abstract:How to improve project performance is one of the core issues concerned in the research field of Public-Private Partnership(PPP). As an important promoter and participant,government’s behavior is an important factor affecting PPP project performance. This paper identifies 44 government behaviors in three steps. Firstly,based on literature review,summarizes four types of government behavior that affect PPP project performance. Secondly,identifies the preliminary list from a large number of government documents using grounded theory. Finally,conducts an expert interviews and questionnaire survey to verify the list and classification of government behaviors. Further,analyzes the application of 44 behaviors in specific practice through questionnaire survey. The results show that,the government’s support for the project from large to small is pre-government preparation,project governance,government services and government support and assurance each behavior also has different impact on project performance.
