摘要：分析挪威建筑业生态建筑、低能耗建筑和被动节能屋时期的演化过程，总结每个时期关于参与主体、监管、制度及宏观因素等方面的特征和发展规律，得出挪威建筑业在利基项目应用、制度变化和政策工具的组合利用等方面绿色转型的创新经验，最后归纳其对中国建筑业向绿色转型的启示。

Abstract：This paper analyzes the evolution process of Norwegian construction industry during the period of ecological building，low-energy building and passive house，summarizes the characteristics and development rules of participants，supervision，system and macro-factors in each period，gets the innovative experience of Norwegian construction industry in green transformation in terms of Niche project application，system change and combination of policy tools. Finally gives some suggestions for China’s construction Enlightenment from green transformation of construction industry.
