摘要：推进全过程工程咨询发展是促进工程咨询与国际接轨、推动建筑业持续健康发展的战略要求。以延安新区PPP项目全过程工程咨询为例，从咨询工作范围、咨询服务机构组成、咨询服务开展、咨询服务初步成效等方面分析全过程工程咨询的实践情况，并总结其创新性；在此基础上，指出全过程工程咨询应用的关键，并提出加强政策配套、深化咨询模式研究、强化服务创新意识、规范市场行为、建立服务评价体系、建立总咨询师培养和考量机制等建议，为推动我国的全过程工程咨询发展提供参考。

Abstract：Promoting the development of whole process engineering consultation is a strategic requirement to promote the integration of engineering consultation with international practice and sustainable and healthy development of construction industry. Taking the whole process engineering consultation of the PPP project in Yan’an New Area as an example，this paper analyzes the practice of whole process engineering consultation from the aspects of the scope of consultation work，the composition of consultation service organizations，the implementation of consultation service and the preliminary effect of consultation service，and summarizes its innovation. On the basis，points out the key points of the whole process engineering consulting application，and puts forward some suggestions，naming strengthening policy support，deepening consulting mode research，strengthening service innovation consciousness，standardizing market behavior，building service evaluation system，establishing general consultant training and consideration mechanism，provides reference for the development of whole process engineering consulting in China.
