摘要：工程应用需求驱动计价标准研究，而成熟新工法的计价依据形成往往滞后于项目实践。借助市政给排水管道非开挖修复胀管工法的示例，提炼和揭示基于工程案例的价格指数法与消耗量定额测定法两种计价依据编制范式各自优缺点与适用边界，确定胀管定额测度技术路线，阐释子目规划、消耗量取定、造价水平测算及定额应用扩展原理，为同类成熟新工法计价标准的研编提供参考。

Abstract：Engineering application demand drives the research on cost measurement standard，but corresponding compilation for mature new construction methods often lags behind practice. Through the example of trenchless rehabilitation and renewal municipal project based on pipe-bursting/splitting construction method，the paper identifies advantages and disadvantages of the model for cost index and consumption quota，and indicates the scope of application. Demonstrates the technical route，explains quota planning，consumption standard survey，cost level estimation，quota application and its supplement，provides the guideline for cost measurement standard compilation of similar mature new construction methods.
