保障性住房供给结构的合理性测评—以上海市为例

摘要:以上海市为例,应用居民住房支付能力指数(HAI)对上海市“十二五”期间保障性住房供给结构进行测评,揭示保障性住房供给结构与需求结构的差距,为我国其他城市优化保障性住房供给结构提供参考,得出当前保障性住房供给结构的发展方向应是“租售并举”、或是进一步“以租为主”,加大租赁型保障房的供给比例。

Abstract:The paper takes Shanghai as an example,uses housing affordability index as evaluating indicator to evaluate supply structure of social housing in Shanghai during ‘the 12th Five-year Plan’,reveals the gap between supply structure and demand structure of social housing,and provides reference for optimizing China’s urban social housing supply structure as well. Meanwhile,the results show that ‘housing for rent and sale simultaneously’ or further ‘rental mainly’ should be developing direction of social housing supply structure,and supply ratio of rental social housing is supposed to be increased.
