摘要：PPP模式既能政府吸引社会资本投资基础设施，也能扩展企业的业务市场和利润来源。政府会作出一定程度的担保，以便于PPP项目的顺利开展，但存在担保界限不清，使政府承担一定程度的风险的情况。分析政府担保的内涵和常用担保条款的法律效力，针对政府担保的风险提出相应建议。

Abstract：PPP（Public-Private Partnership）model not only helps the government to attract social capital to invest in infrastructure，but also expands the business market and profit sources of enterprises. The government sometimes makes a certain degree of guarantee，which is conducive to the smooth development of PPP projects，but if the boundaries of guarantee are not clarified，will bring a certain degree of risk to the government. This paper introduces the connotation of government guarantee and the legal effect of commonly used guarantee clauses. In view of the risks that government guarantee，this paper puts forward suggestions from macro-guiding ideology to specific practices.
