摘要：首先，PPP项目实施的复杂性、风险不确定性使政府方对潜在合作伙伴抱有预期，对社会资本某些属性产生特殊偏好；其次，政府方对PPP项目普遍缺乏认知，把合作伙伴招选视为招商引资行为，对社会资本存在较多的利益诉求；最后，PPP项目采购过程复杂，操作灵活，自由裁量权大，导致项目采购策略多变。政府方应以PPP项目采购的公平性和采购结果的合理性为目标，兼顾政府方对合作伙伴的适度预期，采取适合的采购策略，保障政府方利益和其他参与采购的社会资本方利益不受损失，方能保障项目顺利实施。

Abstract：First of all，the complexity and risk uncertainty of PPP project implementation lead the government to anticipate the potential partners，and then have a special preference for some attributes of social capital，secondly，the government has a general lack of understanding of PPP project，which is regarded as the behavior of attracting investment，there are more interest demands on social capital. Finally，PPP project procurement process is complex，flexible operation，large discretion，resulting in variable project procurement strategy. The government should aim at the fairness of PPP project procurement and the rationality of purchasing results，take into account the government’s moderate expectations of partners，adopt appropriate procurement strategies，protect the interests of government parties and other social capital parties involved in procurement from loss，so as to ensure the smooth implementation of the project.
