摘要：由于公共服务、基础设施投资项目规模大，技术复杂，投资周期长，招标人为满足项目需要，近年来多采用联合体投标。在分析投资项目联合体组成形式的基础上，以某景观亮化项目为例，分析投资项目联合体存在的主要问题，并提出对策建议。

Abstract：In recent years，consortium bidding has been widely used in the public service and infrastructure investment project because of the large scale，complex technology，long investment cycle and the need of bidders to meet the project. This paper analyses the common forms of investment consortium bidding. In view of the main problems existing taking a landscape lighting project as an example，puts forward some suggestions.
