摘要：风险治理理论认为，多元主体构建协同合作关系有助于养老服务PPP风险治理机制的构建，最终保障养老服务PPP项目有效实施。养老服务PPP风险治理机制，尚需打造高效职能责任政府、全方位调动政府能动性、完善养老服务领域政策法律、落实合同制治理等。

Abstract：According to the risk governance theory，the construction of collaborative cooperative relationship among multiple subjects is conducive to the construction of PPP risk governance mechanism of old-age care services，and ultimately ensures the effective implementation of PPP projects of old-age care services. The PPP risk governance mechanism for elderly care services still needs to build an efficient and responsible government，mobilize the initiative of the government in an all-round way，improve policies and laws in the field of elderly care services，and implement contract governance.
