摘要：建设项目具有体量大，周期性长的特点。工程造价作为建设项目不可缺少的组成部分，贯穿于建设项目决策、设计、招投标、施工以及竣工结算的全过程，是动态变化的，其管理较难完全按照原本的预测和计划实施。本文从全过程造价管理入手，分析各个阶段造价管理存在的问题和需要采取的对策，为造价管理的科学化提供了参考依据。

Abstract：The construction project requires a number of investments and plenty of time. Construction cost as an indivisible part of construction project runs through the whole process of decision stage，design stage，bidding stage，construction stage and completion stage，which is hard to totally follow the original estimation and plan for implementation.Starting from the whole process cost control，this paper analyzes the problems and countermeasures of cost management in different stages，and provides references for the scientific cost management.
