摘要：在分析复杂项目群的投资进度总控管理技术难点的基础上，提出基于优化网络计划技术获取的形象真值数据分析技术路线，即：通过制定工作包、编制决策层级网络计划，实施数据规范采集导入和挖掘预处理，最终基于KPI指标进行战略研判，实现对复杂项目群投资进度的总控管理。以温州市域铁路S1项目为例进行应用，验证了该技术路线的有效性，为类似复杂项目群总控管理提供技术支撑。

Abstract：Based on the analysis of the technical difficulties of investment and schedule control management for complex project groups，this paper puts forward the technical route of image truth data analysis based on optimized network planning technology. That is，through the formulation of work packages，the preparation of decision-making hierarchical network plans，the implementation of data standardization acquisition，import and mining pretreatment，and finally the strategy evaluation based on KPI indicators，realizes investment and schedule control management for complex project groups. Takes line S1 project of Wenzhou railway as an example for application，verifies the effectiveness of the technical route，provides technical support for the general control management of similar complex project groups.
