摘要：基于石油化工工程公司视角，根据其在国内外石油化工项目中投资估算、投标报价和费用控制等阶段的实践，提出重构工程公司费用体系的建议，在拓展美国成本工程师协会（AACE）关于费用概念的基础上，阐述新体系的构建方法并就其应用进行评估。

Abstract：Based on the perspective of petrochemical engineering companies and its practice of estimation，bidding and cost control in petrochemical projects at home and abroad，this paper proposes to rebuild the cost system of the engineering company，and then expands the cost concept of AACE，explains the construction method of the new system and evaluates its application.
