摘要：由于社区养老PPP模式缺乏完善的投资回报机制，目前社会资本参与社区养老PPP项目的热情并不高。结合国内实践，选取两个典型案例，分析以政府付费为主的上海邻里汇社区养老PPP项目的回报机制，以及分析以多种方式混合的赣州章贡社区养老PPP项目的回报机制。在此基础上，提出加强政策支持、完善合同管理、加大财政支持、开拓收费来源、拓宽市场渠道等社区养老PPP项目社会资本投资回报机制的完善建议。

Abstract：Due to the lack of a sound investment return mechanism for the community pension PPP model，the current enthusiasm of social capital to participate in community pension PPP projects is not so high. This paper summarizes and analyzes the return mechanism of two typical cases of community pension PPP project based on domestic practice. On this basis，puts forward some comsummate suggestions to improve the social capital investment return mechanism of community pension PPP projects，such as strengthening policy support，improving contract management，increasing financial support，exploring the source of fees，and broadening market channels.
