摘要：从合理化、高度化和高效化三个角度构建产业结构升级的评价指标体系，分析东北三省的产业结构状况；运用耦合模型和耦合协调模型，分析东北三省交通基础设施投资与产业结构升级的耦合协调度；构建产业结构升级影响因素的动态面板模型，结果显示东北三省交通基础设施投资对产业结构升级具有促进作用，但该作用具有时滞性，人力资本未能有效促进产业结构升级。

Abstract：From three perspectives of rationalization，high-level and high-efficiency，the paper constructs the evaluation index system of industrial structure optimization to analyze the industrial structure of the three northeastern provinces. Then，uses the coupling model and coupling coordination model to analyze the transportation infrastructure investment and industrial structure optimization of the three northeastern provinces. Separately analyzes the coupling coordination degree of the upgrade，and constructs the dynamic panel model of the factors affecting the optimization and upgrading of the industrial structure. The results show that the transportation infrastructure investment in the three northeastern provinces can promote the optimization of the industrial structure，but the effect has time lag，and human capital Failure to effectively promote the optimization of industrial structure.
