摘要：为加强市政工程的造价控制工作，十分必要构建符合PMC模式下市政工程的造价风险管理体系进行风险预测和防范。从PMC管理承包商的角度，基于PMC模式下市政工程的特点，识别项目存在的造价风险并罗列清单，建立市政项目的造价风险评价体系，然后利用层次分析法、灰色聚类法算出各风险因素的指标权重和项目风险等级，明确项目中存在的主要风险，以期PMC管理承包商有针对性地应对风险。

Abstract：In order to strengthen the cost control work for municipal projects，it is necessary to construct a cost management system for risk prediction and prevention under PMC Model. From the perspective of PMC management contractors，based on the characteristics of municipal engineering under PMC model，this paper identifies the cost risks existing in the projects and lists them，and establishes a cost risk evaluation system for municipal projects. Then uses the analytic hierarchy process and the gray clustering method to calculate the index weights of each risk factor，and clarifies the main risks in municipal projects，so that PMC management contractors can be targeted to deal with risks.
