摘要：目前，同城化和智慧城市建设已经成为我国城市发展的重要方向。然而在同城化背景下，小城市智慧城市建设应采取何种策略尚无定论。以四川德阳市为例，在同城化背景下智慧城市建设SWOT分析的基础上，通过国内外城市案例提炼得到四种策略：一体化策略、协同策略、跟随策略和混合策略，借助比较分析方法得到成德同城化条件下德阳智慧城市建设的最优发展策略，并提出实施策略的若干建议，为小城市的同城化与智慧化建设协同发展提供参考。

Abstract：Cities’ synchronization and smart cities are both the important directions of urban development in China. There is no conclusion on what is the best strategy to build smart city under the background of cities’ synchronization. Taking Deyang city in Sichuan province as an example，this paper applies the SWOT method to analyze the status quo of Deyang smart city under Chengdu-Deyang synchronization. Then，extracts four strategies to fulfill the purpose based on the cases：integration strategy，collaboration strategy，follow strategy and mixed strategy，and chooses the optimal strategy by comparative analysis. Finally，puts forward some suggestions on implementation of strategy，in order to provide reference for the synergic development of cities’ synchronization and the construction of smart city for small cities in China.
