摘要：电网项目海外投资是“一带一路”倡议中对能源基础设施互联互通的落地。通过梳理电网项目海外投资的现状和特点，运用案例分析和专家访谈，从政治、经济和文化等方面识别出电力企业海外投资项目的11个影响因素，并将这些因素细化分解为43个可测指标。在此基础上，从风险因素发生的可能性、造成的损失程度和可控性三方面着手，对所识别风险因素的重要度进行调研。最后，采用TOPSIS方法分析各类风险因素的重要度排序，并识别出不同指标层次中的关键风险因素，为电网项目海外投资策略的制定提供参考。

Abstract：Overseas investment in power grid projects can help energy infrastructure interconnection of the belt and road initiative land on. According to case studies and expert interviews，and taking status and characteristics of overseas investment in power and grid projects into consideration，this paper identifies 11 factors that includes politics，economy，and culture，etc，further divides these factors into 43 indicators. Moreover，conducts a questionnaire survey on the evaluation of risk importance on the possibility，degree of loss，and controllability of identified risk factors. Finally，clarifies the order of significance of different risk factors with TOPSIS，and identifies the key risk factors in different indicator hierarchy，which will provide references for designing strategies of overseas investment projects in power grid.
