摘要：在大力推行全过程工程咨询的背景下，关于监理转型的研究多集中于企业层面，鲜有人从监理工程师的角度提出建议。分析监理工程师职业素质的影响因素，阐述向全过程工程咨询转型对监理工程师职业素质的要求，并从深化分级管理、优化执业资格管理、完善个人执业制度和推行执业责任保险四个方面提出监理工程师职业素质的提升路径。

Abstract：In the context of vigorously promoting the whole process engineering consulting，the research on supervision transformation is mostly concentrated at the enterprise level，and few people make suggestions from the perspective of supervision engineers. This paper analyzes the influencing factor of professional quality of supervision engineers，expounds the requirements for the transformation of the whole process engineering consulting to the professional quality of supervision engineers，and proposes four ways to improve the professional quality of supervision engineer from four aspects of deepening hierarchical management，optimizing practice qualification management，perfecting individual practice system and implementing practice liability insurance.
