摘要：通过分析对比标准与定额的定义、功能、作用及其管理模式，界定定额与标准的内在关系，提出依可标准化度划分定额内容、分级管理。借鉴标准管理模式，针对可标准化度内容，构建定额的国家、地方、行业或团体及企业不同高度、强度、深度及精度要求的管理体系，实现定额功能及作用的分级、广泛、协同与发挥，实现定额的标准化管理与市场化、企业化转型。

Abstract：Through analyzing and comparing the definition，function，role and management mode of standard and quota，this paper defines the inner relation between quota and standard，proposes to divide the content of the quota and its hierarchical management according to the degree of standardization.For different standardised content，constructs the management model of different heights，strength，depth and precision requirements of a country，a place，an industry or a group and an enterprise of a quota based on the standard management mode，so as to play the role of quota in a hierarchical，extensive，collaborative，and precise manner，and achieve standardized management and marketization，enterprise transformation of quota.
