摘要：我国社会折现率参数主要根据社会时间偏好率进行测算，并考虑资本的边际社会机会成本因素综合确定。在此基础上采用两种方法分别进行数据收集与整理，开展分析测算，得出测算结果，并提出在经济评价中使用社会折现率的相关建议。

Abstract：This paper determines that the parameters of social discount rate in China are mainly calculated according to social rate of time preference，and takes the marginal social cost of capital into account. On this basis，uses two methods to collect the data，carries out analysis and calculation，gets the results of measurement，and puts forward some suggestions on the application of social discount rate in economic evaluation.
