摘要：分析特色小镇项目采用PPP模式运行的价值，结合社会资本在创建特色小镇过程中的建设运营内容，探讨特色小镇建设运营的几种盈利模式。在上述基础上，构建PPP模式下特色小镇不同的盈利回报机制的运作框架，并从三个方面提出PPP模式的特色小镇建设运营盈利的对策建议，为特色小镇建设运营提供借鉴参考。

Abstract：This paper analyzes the value of using PPP model to operate characteristic town projects.Then，combining with the construction and operation content of social capital in the process of creating characteristic towns，discusses several profit modles of construction and operation of characteristic town. On the above basis，constructs the operation framework of different return mechanisms of characteristic towns under PPP model. Finally，puts forward the countermeasures from three aspects，in order to provide reference for the construction and operation of characteristic towns.
