摘要：从项目本身、金融机构、政府以及建筑企业等方面来分析PPP项目融资面临的困境。针对分析结果，从项目的质量、理念、履约、风险分担的把控，融资的准备工作、前置条件、非结构化的改善等方面提出建筑企业融资难题解决对策，以期推动建筑企业PPP项目稳健发展。

Abstract：This paper analyzes the dilemma from the aspects of project itself，financial institutions，governments and construction enterprises. Based on the analysis results，proposes countermeasures to solve the financing problems of construction enterprises from the aspects of project quality，concept，performance，risk sharing control，financing preparation，preconditions and unstructured improvement，so as to promote the steady development of PPP projects of construction enterprises.
