摘要：既有建筑节能改造具有市场外部性和信息不对称性的特征，现有市场特征与运行实践问题导致既有建筑节能改造市场失灵。阐述既有建筑节能改造市场发展保障体系构建策略，包括完善法规体系、设置激励政策、制定改造标准、实施能效标识制度等。

Abstract：The existing buildings have the characteristics of market externalities and information asymmetries，the characteristics and practical problems is the main reason that leads to the failure of existing building energy conservation reform market. This paper expounds the construction strategies of the market development support system for energy-saving renovation of existing buildings，including perfecting the legal system，setting incentive policies，formulating renovation standards，and implementing energy efficiency labels，etc.
