摘要：以我国1996～2017年颁布的120个既有建筑节能改造相关政策为样本，按照样本选择、分析框架构建、政策文本编码及政策文本量化分析的逻辑，探究我国既有建筑节能改造政策的基本特征，并提出适度降低管制型政策工具应用频率、重视激励型和社会型政策工具、搭建社会型政策运行平台等建议。

Abstract：Taking 120 policies of existing buildings energy-saving reconstruction issued between 1996～2017 in China as research samples，according to the logic of sample selection，analyzing framework construction，policy text encoding and policy text quantification analysis，this paper studies the basic characteristics of the policy of energy-saving in existing buildings in China. Provides some suggestions for policy making，such as reducing the frequency of application of regulatory policy instruments，attaching importance to encouragement and social policy tools，and establishing social policy operation platforms.
