摘要：对1984至2017年间我国中央政府颁布的工程总承包政策展开综合量化研究，通过文献计量和内容分析方法，运用SATI3.2和UCINET软件，分析发文时间和机构的文献外部属性特征，并挖掘文献内部语义政策工具类别。研究表明，工程总承包政策发文数量与其发展阶段特征相吻合；发文机构较单一，尚未形成完善的政策体系；此外，工程总承包政策工具结构不尽合理，应采用更加多元化的政策工具组合。

Abstract：This paper carries out the literature quantitative research on the engineering general contracting policy of the central government from 1984 to 2017. With the methods of bibliometrics and content analysis，and using the software of SATI 3.2 and UCINET，analyzes the characteristics of the external attributes of the literature based on the time and organization of the document，and excavates the categories of policy tools based on the internal semantics of the documents. The research indicates that the number of documents issued is consistent with the characteristics of its development stage. The policy issuing institution is simple without a perfect system. And the structure of policy tools is not so entirely reasonable that a more diversified combination of policy tools should be adopted.
