摘要：招投标活动中，投标人预计工程量出现较大幅度调整时，会采取不平衡报价方式，导致工程结算显失公平。分析建设工程不平衡报价，阐述不平衡报价处理困境，提出建设工程不平衡报价应对措施，以期为应对不平衡报价提供参考。

Abstract：In the tendering and bidding activities，the bidder will take the unbalanced quotation method when the project quantity is expected to be adjusted to a large extent，which leads to the unfairness of project settlement. This paper analyzes the unbalanced quotation of construction projects，expounds the difficulties in dealing with unbalanced quotation，and puts forward countermeasures for unbalanced quotation of construction projects，in order to provide reference for dealing with unbalanced quotation.
