摘要：总结目前装配式住宅发展面临的困境，包括建筑业管理体制、商品房预售制度以及产业链成熟度等。然后从深化改革建筑管理相关制度、逐步取消商品房预售制度、大力推进装配式住宅产业链等方面提出装配式住宅发展的建议。

Abstract：This paper summarizes the dilemmas of prefabricated housing development in China，including the construction industry management system，the pre-sale system of commercial housing and industry chain maturity. Then，puts forward some suggestions on the development of prefabricated housing from the aspects of deepening the reform of building management system，gradually abolishing the pre-sale system of commercial housing，and vigorously promoting the industrial chain of prefabricated housing.
