摘要：运用目标管理原理，提出构建概算管理责任体系的思路；介绍概算管理责任体系的建立过程，包括执行概算的编制，执行概算的分解；阐述概算管理责任体系的过程管控；分析概算管理责任体系目标成果的评价，使电厂项目概算管理的主体责任和监督责任得到了有效落实。

Abstract：Based on the principle of objective management，this paper puts forward the idea of establishing the responsibility system of budget estimate management，introduces the process of establishing the responsibility system of budget estimate management，including the compilation of budget estimate and the decomposition of budget estimate，expounds the process management and control of the responsibility system of budget estimate management and analyzes the evaluation of the objective results of budget estimate management responsibility system，in order to effectively implement the main responsibility and supervision responsibility of the power plant project budget estimate management.
