摘要：受外界因素的影响与制约，抽水蓄能工程建设过程中，合同中总价项目费用并非不可改变。抽水蓄能工程中总价项目费用占合同价款比重较大，总价项目费用的增加将对项目投资造成不利的影响。从合同和风险角度分析与论证总价项目变更是成立的，并从总价项目变更常见情形着手，提出总价项目变更处理的一般思路和变更费用计算的方法，旨在为今后对抽水蓄能工程中总价项目变更的处理提供参考借鉴依据。

Abstract：Due to the influence and restriction of various external factors，the lump-sum item cost in construction contract is not always unchangeable in the construction process of pumped storage project. The lump-sum item cost accounts for a large proportion of the contract price，and the increase of the lump-sum item cost will have a negative impact on the project investment. From the perspective of contract and risk，this paper analyzes and demonstrates that the change of the lump-sum item can be established.Then，from the common situation of the lump-sum item change，puts forward the general idea of the lump-sum item and method of changing cost calculation，aiming at providing reference for future treatment of the lump-sum item cost in pumped storage project.
