摘要：阐述建设项目全过程造价管理的内涵及必要性，分析造价管理在项目立项、设计、招投标、施工及竣工结算阶段的具体应用，以期为解决项目全过程造价管理问题提供参考。

Abstract：This paper mainly expounds the connotation and necessity of the whole-process cost management of construction projects，and analyzes the specific application of the cost management in the stages of project approval，design，bidding，construction and completion settlement，in order to provide reference for solving the problem of cost management in the whole process.
