摘要：以PPP项目中政府补偿决策为研究对象，借鉴已有研究文献，归纳PPP项目中影响政府补偿决策的15个因素。然后利用ISM模型对影响政府补偿决策的因素进行分析，得出各个因素的层次归属关系及其相互关系，在上述基础上筛选出影响政府补偿决策的5个最基本因素。

Abstract：Taking the government compensation decision in PPP project as the research object，this paper summaries the 15 factors influencing the government compensation decision in the PPP project based on the existing research literature. Then，uses ISM model to analyze the influences factors of government compensation decision，gets the hierarchy attribution relations of each factor and their mutual relation，and screens out the 5 basic factors influencing the government compensation decision.
