摘要：分析物有所值（VFM）国内外研究方法，提出VFM定量评价流程框架。然后建立综合管廊VFM评价模型，分析综合管廊公共部门比较值以及城市地下综合管廊PPP项目影子报价的构成算法。最后结合Y市地下综合管廊PPP项目案例中，验证VFM评价城市地下综合管廊PPP项目的可行性，以期为同类工程评价提供参考。

Abstract：Based on the domestic and foregin research of VFM，this paper proposes the quantitative evalution process framework of VFM. Then，constructs VFM comprehensive evaluation model of utility tunnel，analyzed the composition algorithm of Public Sector Comparator，PSC value and Shadow Bid，PPPSB value of urban underground composite pipe corridor. Finally，through the PPP project of the underground composite pipe corridor in Y-city，verifies the feasibility of VFM evaluating utility tunnel project under PPP mode，in order to provide theoretical reference for similar engineering projects.
