摘要：分析目前施工企业在铁路项目变更索赔工作中存在的问题，提出施工企业策划与组织变更索赔工作的有效方法，旨在为施工企业的变更索赔管理工作提供一些有益的借鉴。

Abstract：This paper analyzes the existing problems in the variation and claim work of railway projects in construction enterprises，and puts forward effective methods for planning and organizing the variation and claim work of construction enterprises，in order to provide reference for the management of variation and claim in construction enterprises.
