摘要：通过结合综合管廊的行业特点补充和细化评价指标，建立综合管廊PPP项目VFM评价指标体系，改进以往评价指标缺乏针对性的问题。利用C-OWA算子和两维语义专家组合赋权法计算专家权重，对评分进行修正以提高评价的准确性。以海口市城市地下综合管廊项目为例，验证该模型的可行性和实用性。

Abstract：This paper supplements and refines the evaluation index combining with the industrial characteristics of utility tunnel，establishes the VFM evaluation index system for PPP project of utility tunnel，which improves the lack of pertinence of previous evaluation indexes. Then，uses the C-OWA operator and two dimensional semantics expert combination weighting method to calculate expert weight，revises the score，and improves the accuracy of the evaluation. Taking the Haikou urban utility tunnel project as an example for case analysis，verifies the feasibility and practicability of the model.
